The issue is that Vocaloid software is pretty expensive, and as far as I know, you have to buy extra vocaloids separate. As for text to speech in Fruity Loops, yes, it does have that, but it's not something you'd use for singing.

Can anyone confirm? You could always record audio frmo the text-to-speech utilities in windows or osx and then run it through a vocoder.
